10 мая 2020 года состоялась телеконференция сторон Европейской коммунистической инициативы, которая была проведена по инициативе КПГ, на тему: «Борьба коммунистических и рабочих партий в условиях пандемии и нового капиталистического кризиса „. В телеконференции приняли участие 24 коммунистические и рабочие партии. Капиталистам Литвы сказочно повезло – они получили на разграбление развитую социалистическую страну. Потому капитализм Литвы имеет ту специфику, что он вышел из социализма. События, которые мы наблюдаем сегодня в связи с короновирусом, отражают этот момент. Прежде всего, сама буржуазия у нас не выполняет своей исторической миссии, не занимается развитием производительных сил, она носит целиком паразитический характер. Соответственно, методы государственного управления использует примитивные, спонтанные.
Для того, чтобы совладать с эпидемией, нужно совсем немного. Просто присмотреть, пересчитать, распределить материальные средства и рабочую силу, избегать действий бесполезных и расточительных, всё. Так оно и было бы при социализме, но при капитализме мы наблюдаем совсем другую картину. Центры, которые должны бороться с чрезвычайными происшествиями, собираются раз в неделю, не берут на себя никакой ответственности, средства, которые они тратят – никем не учитываются, виновными в любых проблемах назначают врачей и администраторов больниц. Маски и средства защиты заказывают три разных министерства, независимо друг от друга. Для того, чтобы как-то продать миллионы стихийно ввезённых тряпичных масок, просто принуждают носить их всем. Из стратегических запасов только крупа и сахар.
Другие болезни, кроме COVID-19, не лечатся в штатном порядке, никто не знает, сколько людей уже погибло в результате этого, например, от инфаркта. Можно долго перечислять разные примеры, но я начал доклад с того, что капиталистам Литвы сказочно повезло: если социалистическая система образования была разрушена, то разрушению медицинской сильно противились находящиеся в разных буржуазных партиях медики, закончившие советские медфакультеты (Матулас, Алкена,, Андрюкайтис, Винкус, Чеплинскас, Верига). Министр здравоохранения – тоже медик из этого списка. Сыграл на руку ещё и тот факт, что в Литве сильно уменьшилось население, соответственно,это частично компенсировало и постоянное уменьшение больничных коек. Частная медицина всё ещё не успела существенно срастись с государственной, сочетание всех этих факторов позволило нашей стране, в отличие от США, Италии или России, переносить «медицинскую» часть кризиса относительно безболезненно.
Другое дело – экономика. Здесь остатки социалистической системы на помощь уже не придут, страну ожидает чудовищный финансовый кризис. Из тех денег, которые были выделены на поддержку последствий COVID-19, всё ещё распределён только 1%. Частные компании, в частном порядке – например, торговые центры, пытаются подсластить рабочих одноразовыми выплатами, потому что давление снизу нарастает в угрожающей пропорции, но жажда прибыли находящихся у власти буржуев, отсутствие всякой компетенции, не позволяет принять им ряд необходимых смягчающих мер. Все решения в сейме продавливаются в интересах крупного капитала, уже можно открыто сказать, что в стране полноценный кризис власти, но сознание, как известно, отстаёт от бытия, и население на данный момент не осознаёт всю степень и опасность наступающей для них угрозы. Поскольку на носу выборы в Сейм, буржуазная оппозиция молчит в тряпочку, боясь потерять поддержку крупного бизнеса, что ещё сильнее усугубляет всю ситуацию. Уже не трудно предсказать, что буржуазия будет выть и пытаться, прикрываясь вирусом, взвинтить цены, снять с себя всю вину за безработицу, провести акульи законы. Например, буквально неделю уже была попытка провести законопроект, который узаконивал бы трудовые договора неоговорённой протяжённости, так называемые «нулевые часы работы». И это давление на трудящихся будет нарастать.
Стратегия нашей организации остаётся прежней – не идти в хвосте, а искать ассиметричный ответ. Мы выступаем не против ухудшений, а за улучшения того, что есть сейчас – за 6 часовой рабочий день. Показательно, что несколько дней назад даже «жёлтая» Конфедерация Профсоюзов Литвы написала статью в поддержку лозунга о 6 часовом рабочем дне, будет очень хорошо, если нам удастся втянуть широкие слои трудящихся в нашу прогрессивную повестку, побудить людей требовать улучшения, а не протестовать против ухудшений. Текущий кризис и его последствия многим в Литве откроют глаза на то, что без разумной и справедливой системы контроля и учёта – социализма – у нашей страны нет никакого будущего. Главный вызов для коммунистических партий сегодня – проявить смекалку, классовое чутьё, использовать сложившуюся ситуацию для того, чтобы побудить людей к классовой борьбе. В нашей стране открываются крупные возможности для действительной классовой борьбы, и я верю, что мы сможем ими воспользоваться.

Lithuanian capitalists are lucky people – counterrevolution brought them developed socialistic country to rule and exploit. That is why Lithuanian capitalism is specific in that way, that in came out of socialism, not feudalism or monarchy. Everything we witness today, related to coronavirus epidemic, reflects this moment. First thing needs mentioning – Lithuanian capitalists are not contributing to their historical mission, they are not developing industry and production efficiency, they are fully parasites. Hence, their government methodology is primitive and spontaneous.
In order to get epidemic under control, not much is needed. Just calculate, supervise, distribute materials and labor forces, and avoid useless and costly actions. That is it. Socialism would easily deal with that, but we are witnessing totally different picture. Govermental structures, which should be responsible for handling emergencies, have their meetings once in a week, and take no responsibility for any orders. No one checks where they spend all the money they get, and if something fishy comes up, its always a medic, or clinic administrator at fault. Masks and protection items are ordered by three different ministries, without any kind of coordination. To sell chaotically bought millions of mostly useless masks, everyone is ordered to wear them by the law. In addition, if you look into strategical resources – out county officially has only sugar and wheat.
No other medical emergencies are being treated normally, no one knows, how many died from a heart attacks already, because there were no more medics to help them. I can go on with such examples of disorder a long time, but I started, saying, that our capitalist are lucky. That is because, even so our socialistic educational system was fully destroyed, the socialistic medical system managed to hold its positions much better, because many medics, from a different political parties resisted, as they all have got their education is Soviet universities, and simply could not allow some reforms to pass the parliament so easily. Those are Matulas, Alkena, Andriukaitis, Vinkus, Ceplinskas, and current minister of healthcare Veriga is a medic. One more thing – Lithuania had a huge depopulation, and that compensated that constantly lowering amount of medical beds per person. Private medicine is not yet absorbed free governmental, and all those factors allowed our country live though that “medical” part of current crisis way better, then USA, Italy or Russia.
But, there is also economy part of it. Socialism leftovers are not helping there anymore, our country is going to face enormous economical crisis consequences. From those funds, which were allocated to remedy consequences of the epidemic, only 1% is allocated yet. Private companies, in private order, for example, food trade networks, are forced to give their employees some money, because the tension from below is dangerously rising. However, capitalists cannot evaluate this properly, they want profit, they are not competent enough here to take real action and implement people-support strategy and soften what is about to come. All decisions in parliament are in a favor of large capitalist so far, we can absolutely say, that we are facing governmental crisis as it is. Because consciousness is always behind the objective reality, people are not yet fully aware of the hard times they are about to face. The final blow here is the upcoming parliament election. Opposition simply has to keep their mouth shut, if they start talking now, the lose big capitalists support, they lose election. No deal for them. We can already see, what is about to come next. Capitalists will cry and shout about the virus and how bad it hit them, covering their entire fault, while rising prices, firing people off and introducing anti-labor laws. For example, just a week ago they already tried to pass new law in the parliament, which would allow people to work many long hours without any kind of extra compensation.
Our party strategy stays the same – not direct, but asymmetrical response. We are not fighting for keeping status quo, we are fighting only for making everything better, for example, a 6 hours working day is still our main shout. Interestingly, that even “yellow” Confederation of all Lithuanian Labor Unions just recently released an article, claiming, how good and important 6 hours working day is for economy and everyone. This is great opportunity for our party to bring broader audience now into discussing this topic more actively, to make people struggle for something progressive, and not just simply protest against something, which makes their live worse. Ongoing crisis and its consequences will open eyes for many people in Lithuania, they will realize, that without clever and fair accounting system – socialism – our country has no future. Communist parties are facing the challenge today – they need to show how smart they are, how they can feel the needs and urges of the classes, and use current situation to bring more people into the actual struggle. In our country, we can see the real opportunity raising up, and I know, that we are going to use it in our favor.
